If there's one thing prisoners don't care about, it's getting sick. After all, any illness might land them in the nurse's office, which provides a nice break from the monotony of jail life. So when you give an inmate hand sanitizer, you really shouldn't be surprised when he chugs it instead of rubbing it into his palm.
This is exactly what happened in the Verne Prison on Portland, Dorset when prisoners were given the antibacterial gel to fight swine flu. And it proved to be quite a potent libation as the convicts became rowdy after just one swig and started to fight each other. Prison guards complained about having to deal with drunken prisoners and the program has hence been abandoned. Twenty bucks says that the confiscated gel containers never made it to the dumpster and can be found hidden in several of the officers' desks.
